Very often travel time information is based on systems that give an average speed at several locations and travel time is an estimated value. It cannot account for incidents that may happen between the locations over-and-above further estimating what the data may provide. If there were a way to give an identification number to each vehicle that passed a particular point and compare it to the same vehicle at another point, or points, farther along the road, the travel time information would be very accurate; more to the point, it would be actual travel time information. This is easily done on toll road systems that use some form of transponder as these devices give a unique identity to each vehicle. Not all arteries have a large enough population of vehicles with transponders, but all vehicles have license plates. There are any number of ways to ensure the driving publics anonymity when using ALPR for travel time purposes, and it quite often turns out the be the most economical solution in the long run.
